Board approves field-trip requests but asks for clearer funding plans after students raise equity concerns

Student concerns and specifics A student representative said the HOSA request listed 16 students but district staff and advisers told students there may be demand from many more. The student said the trip is ‘‘life-changing’’ for those pursuing health careers and expressed concern that vague language on the form — "fundraising, grants and donations" — could mean the same small set of students repeatedly get to attend while others who cannot pay are excluded.
Staff briefings and board direction Tony (Staff member) and Amanda (Business services staff) said registration for the HOSA conference has occurred for many students but payments and final rosters are finalized later; students were registered online but payment and permission slips will be confirmed in February. Tony said the typical process is: register now, finalize attendance and payments later; fingerprinting for chaperones would be paid by the district.
Board response and outcome Trustees asked that the field-trip applications be resubmitted with clearer budgets and a breakdown of funding sources (what portion is fundraising vs. booster donations vs. grant funding). One trustee said the board could approve the trips as submitted ‘‘with the request that staff return with additional detail’’ rather than deny the opportunity to students. The board approved the consent agenda but directed staff to seek and provide more detailed funding information at the next meeting so the board can assess equity and access.
Ending Staff told the board they will ask sites to clarify the number of students wanting to attend, funding sources and plans to support students who cannot afford costs, and to return with that information at a future meeting.
