Sammamish Planning Commission adopts amended bylaws after debate over public-comment limits, 5-1

The Sammamish City Planning Commission voted 5-1 to adopt amendments to its bylaws after discussion about public-comment time limits and meeting norms. The adopted changes add a second (presumably a second vice-chair) to the commission’s leadership structure to help meeting efficiency, and add a set of norms as a new Article 14.
Commissioner Ryan Coleman moved to approve the bylaws as presented; the motion passed on a recorded 5-1 vote. Commissioner Joe Lipinski announced he would vote against the amendment and urged retaining longer public-comment time, saying public participants “really enjoyed” the prior seven-minute time and that reducing public time “discounts what the public has to say.” The commission noted Commissioner Philip Charian was absent at the meeting.
Staff said the bylaws and retreat notes will be posted on the city website in their amended form and invited commissioners to submit any edits to the retreat notes so they can be finalized. The chair called for adjournment shortly after the bylaws vote and the meeting ended.
The action updates the commission’s procedural rules and codifies norms discussed at the June retreat; staff will post the amended bylaws on the commission webpage and finalize retreat notes with any corrections.
