LaSalle County awards three bridge contracts and previews 2025 road, bridge programs

LaSalle County officials voted to award three bridge contracts during the meeting and reviewed the county’s 2025 paving, bridge and culvert priorities and a new federal off-system-bridge funding opportunity.
County staff presented the final business item as awards of three low bids, all below the engineer's estimates. For County 52 over Littany Creek at Leland (project 20-00830-00BR), staff recommended and the board awarded the contract to Deconstruction, the low bidder, at $1,090,711.40. For North 35th Road over Spring Creek in Temwick Township (22-07849-00BR), Kernan of Genesee, Illinois, was the low bidder at $504,987 and the county awarded that contract. For East 30th Road over Wapakon Creek (23-00855-00BR), Rebert Construction was the low bidder at $648,059.91 and the county awarded that contract.
Bill, a county staff member, said each recommended award was underneath the engineer's estimate and confirmed that bidders had submitted prequalification and insurance documentation before bidding. “They have to submit their prequalification, which is approved by IDOT,” he said, adding that insurance and compliance statements are included in bid packets and checked after opening.
The meeting included a broader highway department update. Staff described resurfacing and cape-seal projects for 2025, including County Highway 4 from 71 to the Grundy County line, resurfacing through Grand Ridge, a project on County 15 from St. Mary's Church to the Livingston County line, and work on County 51 up to city limits. Staff also listed bridge and culvert projects—East Cyrillts Road bridge completion, East 30th engineering, culvert replacements on County Wayne 10 and County Highway 33, and a bridge replacement next to the lock and dam on County Highway 34. Staff noted the county’s posted-structures inventory is updated continually as work is completed.
Officials discussed a new federal off-system bridge program that will fund design and construction for township and city streets that meet functional-class criteria; staff said the state is developing selection criteria and that the program could bring significant funding to some local structures. Staff warned that bundling large federal bridge projects could change the competitive landscape for local small contractors who typically bid county work.
Other operational details: staff said snow cameras are working and provide useful, localized weather and road-condition information; county procurement requires contractors to be prequalified before accessing plans or bidding; and the county will release seal-coat and cape-seal lettings in upcoming months.
Ending detail: County members moved to adjourn after the contract awards and routine updates; each award was approved by voice vote and recorded in the meeting as "motion carried."
