Applicant Tomi Shirkens told the commission she represents a small farm winery from Orange that holds a factory license, a retail pouring license at its establishment and transportation/salesman credentials. Shirkens said Home Fruit Wine has sold at farmers markets and other events and was invited to participate in the PACC vendor fair; she said the vendor fair runs roughly 10 a.m. to 3 p.m.
Commissioners confirmed the application covered off‑premise sales of full bottles only, that bottles would be bagged for transport off site, and that the vendor would not provide samples at this event because the fair organizer requested no samples. A motion to approve the one‑day license was moved and seconded and carried by voice vote; the clerk said the vendor will receive a certificate to display at the sales table.
Shirkens provided a copy of a transportation license for the record and the commission noted standard event documentation should be maintained and presented with the vendor’s table.
