Englewood staff set calendar through March, pull Tri Cities homeless plan and FEMA reimbursement off consent

At a mayor-manager meeting on Jan. 15, Englewood City staff and council leaders set the city’s meeting calendar through March, assigned consent items for the Jan. 21 regular session and study session, and moved two items — an extension to the Tri Cities Homeless Action Plan and a recognition of Public Works FEMA reimbursement — off the consent agenda for fuller review.

The Jan. 21 meeting will begin at 5:30 p.m. and include a study session featuring an affordable housing task force presentation, followed by the regular session items listed by staff: a historic Inglewood contract amendment, a contract services item with Lane Granite Company for deep well repair, a new City Center Property Management contract, a resolution appointing members to boards and commissions, and the proposed extension to the Tri Cities Homeless Action Plan. Staff and council agreed to place the historic contract amendment, the deep-well repair contract and the City Center Property Management contract on consent, while keeping the Tri Cities extension and the FEMA reimbursement recognition off consent for additional discussion.

City Manager Sean Lewis and other staff also scheduled time allocations for upcoming study-session items. The technology plan presentation was allotted about 15 minutes at an upcoming study session; an update on the utility billing system was slated as a 30-minute update. Staff said the second part of the city’s midyear Capital Improvement Plan (CIP) would be rescheduled because key staff are unavailable for the originally planned date.

Council and staff discussed several items on the February and March calendars. The city moved the second reading of the model traffic code to Feb. 3 so the presenter can be present. Other items listed for February and March include a public hearing on a planned unit development at 401 Inglewood Parkway, municipal code housekeeping related to special funds, an ordinance proposal to combine city pension retirement boards (a topic council has discussed for more than a year and said may need additional review), a WIFIA water loan second-amendment item, multiple construction-manager/general-contractor (CMGC) agreements tied to utility and solids-handling projects, and updates on South Broadway complete-streets design and the comprehensive plan.

Council also confirmed an indefinitely tabled item on vehicle forfeiture and a planned study-session slot in April to revisit it. Staff noted a previously raised request from Council Member Russell for a report on mediation spending and outcomes; staff said they will provide information but did not provide dollar amounts in the meeting. Staff also relayed a safety note about Traditions housing: a gas leak on Sunday, Jan. 6 prompted a response but there were no evacuations.

Administrative scheduling decisions included canceling the next Wednesday mayor-manager meeting because of the council retreat and moving the model traffic code second reading to Feb. 3 to ensure the lead staff member can attend. No formal votes were recorded during the Jan. 15 mayor-manager meeting; the session focused on calendar management and assigning consent vs. discussion status for listed agenda items.

Looking ahead, staff and council identified follow-ups: provide mediation spending details requested by Council Member Russell (amounts not specified), deliver the affordable housing task force presentation on Jan. 21, reschedule the CIP midyear second part to a later date, and prepare additional briefing materials for items removed from consent (Tri Cities Homeless Action Plan extension; FEMA reimbursement recognition).
