Committee members earmarked health insurance and hospital finances as a top issue to follow. Members said hospitals are operating with tight margins, some insurers’ reserves are low, and the Department of Financial Regulation (DFR) may need to step in if insurer reserves fall further.
Members referenced concerns about a specific insurer, MVP, saying Vermont represents a small share of its market and that MVP’s long‑term commitment to the state is uncertain. The committee discussed incentives and prior approvals that would require carriers to set up new systems, noting the administrative cost involved for insurers and the potential impact on premiums and the health system.
The committee scheduled further technical briefings. Nolan Langwill, who recently gave a presentation on health insurance and delivery to another committee, was invited to provide a focused briefing on rate setting and cost drivers. Members said they will gather medical bills and concrete examples to illustrate cost shifting between Medicare payments and private rates.
Committee members also expected an annual captive insurance discussion and said they plan a committee bill where appropriate. They indicated they will continue to monitor insurer solvency, DFR actions and hospital financial health as part of their agenda.
