Council clarifies permitting for mobile message boards used to notify traffic revisions and closures

A council member asked at the Jan. 14 study session whether organizers need a separate permit for mobile reader boards that advertise upcoming events.
City staff responded that portable mobile message boards used to flag traffic revisions or street closures are typically deployed as a public-service notification and do not require an additional permit. “The mobile ones…we’ll put those out if there’s traffic revisions. Okay. So typically, no, there’s not a it’s not another permit,” staff said.
Staff clarified that fixed electronic message boards on the north and south sides of town do require a separate permit and process. Staff also said some mobile reader boards are already in use in town (four on the east side used to identify angle parking and other temporary notices) and that in practice the boards’ content in the field may be limited to street-closure notices rather than promoting the event itself.
Council members asked staff to use the boards to reduce confusion around event-related street closures and to coordinate timing so attendees can plan their travel. No changes to permitting policy were proposed at the study session.
