Supervisors approved the option and discussed a 15-year financing term; the board accepted Option 4 with the 15-year term included in the approval and directed staff to finalize contract language and return for formal contract approval on Jan. 21.
Speakers noted the construction attorney from Memphis was still negotiating terms and that staff planned to vet additional companies and financing options. The board approved Option 4 by voice vote; staff said a financing RFP could be released sooner if preparatory checks were complete, and the actual contract would come back for approval at a future meeting.
