The Tampa Variance Review Board approved variance relief to attach a long-standing detached structure to the primary residence at 3314 West Corona Street, reducing the rear setback from 20 feet to 10 feet and the east-side setback from 7 feet to 4 feet.
Owner Jeff Bogner, sworn in for the hearing, told the board the detached two-story structure dates to the 1970s, pre-dating the owners’ 2015 purchase, and that attaching it to create an interior connection avoids demolition and preserves an existing building. Bogner said attaching the structure would remove exterior industrial stairs and allow interior stairs to provide access, improving neighborhood aesthetics.
Staff noted the proposal is minimal relative to existing built conditions and that reviewing departments (Natural Resources, Transportation, Stormwater, TECO) found the request consistent with conditions. TECO highlighted potential utility-line clearance constraints if the structure were rebuilt in-place but said the existing placement is already in place; staff indicated permitting will address any clearance issues during construction.
Neighbors provided written support; Bogner submitted multiple letters from adjacent addresses attesting to support for the attachment. The board moved that the variance request be granted, citing the structure’s age, minimal change to neighborhood conditions, and the applicant’s reasonable efforts to finalize permits. The motion passed on a voice vote; no roll-call tally was recorded in the hearing transcript.
The applicant was advised to obtain required permits and comply with any technical conditions identified by utilities or stormwater reviewers during permitting.
