Franklin board endorses plan to build new southern clean-water facility

The Board of Mayor and Aldermen on Jan. 14 unanimously approved Resolution 2024-112, which sets a goal to plan, design and construct a 6,000,000-gallon-per-day clean water facility on a southern site between Carothers Parkway and I-65.
The resolution puts the board “on the record” for the project’s first phase, city staff said, and signals the start of detailed permitting, design and future approvals. Michael Walters Young, chief budget performance officer, told the board the action is a policy-level step and that staff will bring subsequent approvals for design, permitting and bidding back to the board at each milestone.
The board’s statement of intent does not itself authorize construction spending; it formalizes the city’s planning direction and timeline. Vice Mayor Potts and other members acknowledged the long lead time and urged staff to pursue efficiencies so the facility—and the capacity it provides—comes online sooner than projections that put the first phase online around 2034.
The measure passed on a unanimous vote. The board will receive further design and cost updates in coming months and will vote on those implementation steps separately.
