Renton council concurs with finance committee on grants, approves WSDOT I-405 coordinator amendment and construction contract

The Renton City Council voted unanimously to concur with the finance committee on several payments, grant acceptances, contract actions and a resolution authorizing an amendment to a Washington State Department of Transportation (WSDOT) project-coordinator interlocal agreement for the I-405 Renton-to-Bellevue corridor widening and express toll lanes project.

During a single series of procedural votes the council approved accounts-payable and payroll vouchers covering the Nov. 16–Dec. 15 pay periods and other routine vouchers. The finance committee reported total accounts-payable payments of $28,000,339,265.67 (listed in committee materials) and payroll totaling $4,207,308.49 for the pay period described to the council.

Council members then concurred with staff recommendations to accept several grants and agreements: a law enforcement liaison subgrant through the Washington Traffic Safety Commission (up to $5,000) to support regional traffic-safety enforcement; a King County high-visibility enforcement allocation of $10,000 for coordinated enforcement along 100th and 40th Avenue SE from Highway 169 to Highway 18; acceptance of $29,013 from the Edward Byrne Memorial Justice Assistance Grant program to assist police operations; and a subaward agreement with the Puget Sound Regional Council for a Renton Comprehensive Safety Action Plan.

The council also adopted a resolution authorizing the mayor and city clerk to execute Amendment No. 1 to Contract 19059, an interlocal agreement with WSDOT titled GCB 2433 (I-405 Renton to Bellevue Corridor Widening and Express Toll Lanes Project). During discussion a council member asked why the project completion date had slipped from end of 2024 to end of 2025; the finance committee said the committee meeting had not addressed the reason and staff would follow up with the transportation department with an update.

Finally the council approved a construction contract award for Talbot Hill Reservoir Parkside Improvements to Active Construction, Inc. in the amount of $875,875 and a budget transfer of $162,000 to cover services during construction, permitting, contingencies and contract administration.

All motions on the finance committee reports and the resolution were moved and seconded as noted in the record and carried by voice vote. Where roll call or individual tallies were not recorded on the dais, actions were recorded as passed by unanimous voice vote.
