OKCPS presents charter school performance snapshot; two new charters expected in fall 2025

Jason Mack, OKCPS charter schools coordinator, presented a performance and enrollment update for the district’s authorized charter schools and told the board two new charter partners are slated to open in fall 2025.
Mack told the board the district uses the same key performance indicators for charters and traditional schools to “compare apples to apples” and find practices that could be adopted across schools. He provided enrollment figures from the state October 1 count, contract expiration dates and most recent Oklahoma School Report Card scores for several campuses.
The report listed Stanley Hupfeld Elementary (293 students, contract expires June 2026, latest report card: B, 71%), KIPP OKC (462 students, contract expires June 2026, latest report card: C, 46%), John Rex (782 students, contract expires June 2025, latest report card: B, 72%), Western Gateway Elementary (300 students, contract expires June 2025; the school has transferred its authorizer to the statewide charter board and did not receive an overall score last year because it lacked a growth metric) and the Harding Charter Prep network (three campuses, 1,055 students total; the high school earned an A on the latest report card while a Harding middle campus received a D at 33%).
Mack said Western Gateway did not receive an overall score last year because it lacked a growth metric after its first cohort of third graders took state tests. He said Western Gateway’s achievement score was 36% (D), its ELPA score was 35% (C) and its chronic absenteeism metric was 92% (B).
Mack also reported that the district’s charter portfolio will expand: the Oklahoma Public Montessori Initiative and RISE STEAM Academy are working to open in fall 2025 and will return to a future board meeting with progress updates.
Board members asked clarifying questions about how authorizer zones overlap elected board districts and why some campuses’ grade bands place different school sites in different board-elected districts. Mack explained that some charters’ campuses or enterprise zones cross multiple elected districts and that the district’s enterprise-zone assignment requires serving particular neighborhoods first.
The presentation was informational; no board action was taken on charter contracts at the meeting.
