Henderson County Commissioners approve travel, appointments, contracts, budget amendments and RFQ for panic-button system

Henderson County Commissioners Court on a series of unanimous votes approved routine administrative items and several requests from county departments.
The court authorized a sheriff’s office investigator, Jerry Moore, to travel to Louisville, Kentucky, for child-homicide and cold-case prosecution training March 2–7, 2025. The transcript records that a local health center will pay the registration fee ($650) and lodging ($930); the county will cover fuel and per diem.
The court accepted for filing a racial-profiling report submitted by the Harrison County Constable Precinct 5 (filed for record only).
The court appointed Terrence Lyon to the Emergency Service District No. 12 board of directors for a term beginning Jan. 1, 2025, and ending Dec. 31, 2026.
Members approved a Xerox contract for new copier/printer machines for the fire marshal, with authorization for the county judge to sign.
Commissioners approved budget amendments to move contingency funds to cover previously budgeted purchases and related items. The court approved payment of fiscal year 2024 bills totaling $218,457.55 and fiscal year 2025 bills totaling $392,401.37; both motions passed unanimously.
The court also authorized a request for letters of interest and statements of qualifications (an RFQ) for a countywide panic-button alarm system. County staff said the system would be deployed at courthouses and satellite offices, and estimated the project at about $75,000–$80,000 to be paid from courthouse security funds that are collected on cases. Staff proposed advertisement dates of Jan. 18 and Jan. 25, 2025; submissions to be opened Feb. 4, 2025, and the selection to be returned to the court on Feb. 11, 2025.
All motions on these items were recorded in the meeting transcript as passing unanimously. Several commissioners asked technical and budget questions during discussion: one commissioner noted a higher water bill at the county jail and asked staff to review consumption and rates; county staff said they would examine tracking data from the systems vendor McKinstry.
