The plan will concept out multiple uses, run an economic impact analysis and identify "highest and best use" scenarios for the site, which staff described as underutilized land with tourism and recreational opportunity.
City staff and partners told the council the site benefits from existing water rights and proximity to the golf course and that the master plan will evaluate whether recreational anchors such as ballfields, mountain‑bike trails or community facilities could spur additional private investment and revenue to support the area. Staff also said any long‑term lease or land‑use commitments would be negotiated later and that the current step is concept planning and economic analysis.
Councilmembers asked about lease rates and irrigation/water availability; staff said lease terms would be negotiated after concepts are selected and that irrigation water access is a likely advantage for park development. The council agreed to support the MOU and the city contribution and asked staff to invoice partner agencies per the MOU once the city contracts with RDG.
No formal vote was recorded during the work session; staff said they will contract with RDG and the city will invoice partners per the MOU once executed.
