Health Department receives Health First funds; commissioners warned state bill could affect funding tied to septic standards

Johnson County Health Department Director Betsy Speragin told commissioners at the Jan. 13 meeting that the county received Health First Indiana funds on Jan. 2 and was ready to move funds to partner organizations.
"We got the money on January 2nd and, we're less than 2 weeks out and we can, push out some to our partners," Speragin said. She noted the department had three key performance indicators in place and was prepared to begin distributing funds quickly.
During discussion the board raised a state-level concern. A commissioner said a bill in the Indiana Legislature appears to include language tied to on-site septic-system standards that, if enacted as written, could put local Health First funding at risk. The commissioner said that earlier warnings about state attempts to impose controls on local health departments had, in this instance, been borne out. Staff confirmed they had flagged potential changes to septic standards that might alter the county's regulatory language and that the county's prior work on the technical review panel had received praise.
Speragin said the department's KPIs were ready and that county staff would move quickly to distribute funds for priority programs, including suicide-prevention activities. "We do have our 3 KPIs, ready to go, and they've been introduced...so ours are in place ready to go," she said.
Decision type: Formal action — the board approved an agreement between the Johnson County Health Department and Upstream Prevention to distribute Health First Indiana funds pending legal review. Commissioners recorded the motion carried by voice vote.
Implementation notes: The agreement is subject to county legal review before funds are disbursed. Staff will monitor state legislative action for language that may affect local septic standards and, by extension, Health First program eligibility or implementation.
