New Johnson County recycling center nearing enclosure; staff discusses hours and new services

Johnson County Solid Waste Management officials reported construction on the county’s new recycling center is on schedule for enclosure by mid-February and continued to target completion by the end of April, allowing a planned move in April–May 2025.
Wes Harrison (Project lead / contractor liaison) told the board the foundations are complete and the steel frame is up, and crews have materials to finish the roof and side walls. “They expected by mid February the building to be totally enclosed,” Harrison said, and contractors remain committed to a late-April completion date.
Director Jesse described operational planning tied to the new facility. Staff hopes to expand services after the move — including household hazardous waste collection and a new commercial composting program — but said expanded public hours will depend on staffing and funding. “We’re hoping to open that Thursday a full day,” Jesse said; currently the public hours skew to peak midday and Saturdays.
Jesse told the board the facility sees substantially more users than in prior years, reporting an increase of about 35% versus the previous year and peak daily counts that can reach 140–160 people. She said that household hazardous waste disposal costs are substantial (the district’s HHW program disposal costs were cited at about $35,000 last year), and adding services will increase labor and disposal expenses.
Board members discussed using the new building as a showcase and the need to develop a three-to-five-year plan for service expansion, including commercial cardboard programs and possible acquisition of a box truck to support business pickup.
Ending: Staff will continue operational planning, including staffing, a potential extended Thursday schedule, and program additions; the board will tour the new facility once exterior work allows.
