Johnson County's council reversed an initial vote on a treasurer appropriation and approved a $3,517 transfer on Jan. 13 to cover a salary reclassification in the treasurer's office.
The newly elected treasurer, Kim Hamilton, explained the appropriation request was to adjust a long-running misclassification uncovered during a job-class review; the job had been reclassified from COMOT 2 to COMOT 3 with an associated pay increase. "The job description has not changed, the duties are the same, so that person has been underpaid for several years doing those duties as a bookkeeper," Hamilton told the council. She asked for an additional appropriation to match the new classification.
Council members initially split on whether to treat the request now or defer it to the regular budget cycle. After discussion a motion to recall the earlier vote was made and seconded so the treasurer's office could propose a transfer rather than an additional appropriation. Kelly Fertz, chief deputy treasurer, proposed moving $3,517 from the treasurer office's part-time line (account 1157) to the requested salary line as a transfer rather than a new appropriation. Fertz said the part-time budget retained sufficient balance to cover the change.
The council then voted to approve the transfer. Councilors said they favored resolving the matter promptly without creating a new appropriation and noted that the transfer avoided widening county-wide precedent for off-cycle salary increases.
Ending: The transfer was approved on the floor; staff said payroll and salary-ordinance records would be updated and that the treasurer's office will provide backup documentation showing the part-time-line balance before the transfer and the updated salary line after the change.
