Superintendent Dr. Steven Cook summarized the consent-for-information packet and noted that one policy scheduled for adoption—policy JFE‑AP addressing pregnant and parenting students—was pulled after the Oregon School Boards Association (OSBA) issued guidance recommending districts delay changes following a recent federal court ruling. "So at this time, the district will not be adopting any changes on JFE‑AP since it was post, notice," Cook said.
Caffeinated beverages A board member asked for clarification about the district's local wellness policy and whether caffeinated energy drinks were being sold in schools. Staff said only one school reported sales of energy drinks; the breakfast/food-service hours provided to the board included a morning sales window listed as 8:00–8:40 a.m. A meeting participant who identified themself as a medical professional said energy drinks can exceed American Academy of Pediatrics recommendations and raised concerns about heart arrhythmias, anxiety, and sleep disruption among adolescents; the district responded that it will provide an updated report at a later date.
Student searches and law enforcement Board members and community attendees discussed policy JFG‑AP (student searches) and the accompanying form. The form includes space for a witness name and title, but district staff confirmed a witness is not mandatory under current policy language. Dr. Cook explained that searches in schools are based on "reasonable suspicion," a standard he said has been upheld in case law and is the threshold the district uses before an administrator may conduct a search. The district's practice, he said, is that administrators are expected to complete the district form and submit it to the district office when a search occurs.
Community concerns raised included whether a witness should be required for searches; who determines the gender of the staff member conducting an outer-clothing search (the policy currently directs that outer-clothing searches be done by a staff member of the same sex), and whether transgender or nonbinary students can choose who conducts a search. Staff said the current discretion rests with building administrators but recorded the feedback that the district should consider allowing student preference on who conducts a search. The board also discussed whether parent/guardian notification practices around interviews and searches should be clarified; staff noted practical constraints (some administrative interviews happen many times per day) but agreed to consider feedback.
Other policy items - The district will continue to work on TAG (talented and gifted) identification procedures to align the policy IGBBA‑AP with the district's TAG plan. - Administrative policy JEC‑AP (assignment of students to classes) is new and will be out for public feedback until Jan. 28; it may return for board action in a future meeting. - A large set of policy technical updates is ongoing; the district said technical edits (formatting, position titles) have been shepherded through faster and that substantial content changes receive community and board review.
Decisions and next steps - The board did not adopt the JFE‑AP pregnant/parenting changes after OSBA guidance and will revisit the policy when appropriate. - Staff committed to return with an updated report on caffeinated-beverage sales and to consider policy language changes related to witnesses and search procedures based on public feedback.
Ending Board members requested additional clarifying language and administrative follow-up on student-search practices, parent-notification, and the single-school sale window for energy drinks. Staff will return with a revised report and recommended policy language in a future meeting.
