Keller commission backs SUP for large private horse barn on Florence Road

The City of Keller Planning and Zoning Commission on Jan. 14 recommended approval of a specific-use permit (SUP) for a private horse barn at 1753 Florence Road, forwarding the recommendation to City Council on Feb. 4.
City planner Mrs. Russell presented the application as a request to build a 2,668-square-foot barn (composed of roughly 1,800 square feet of barn and about 940 square feet of covered patio) for the owner’s privately kept horses. The proposed structure exceeds the Unified Development Code (UDC) limits for accessory buildings in the SF-36 zoning district (the UDC caps detached accessory buildings at 1,200 square feet), exceeds the district’s 15-foot height average limit, and would cause accessory structures to total more than 50 percent of the main house’s square footage. Russell said the structure will conform to setbacks and that staff mailed 18 notices to property owners within 300 feet; staff reported no letters of support or opposition.
On the facility’s dimensions, staff said the barn’s peak height is about 19 feet 6 inches with an average height of about 15 feet 9 inches. The floor plan presented to the commission showed three horse stalls, a tack room, a wash bay and other horse-care spaces. Russell summarized the UDC criteria the commission must consider when reviewing an SUP and noted available options including recommending approval, approval with modifications, tabling or recommending denial.
There were no public speakers at the SUP public hearing. Commissioner Lyce moved to approve the SUP as presented; Commissioner Ross Branciger seconded and the commission’s recommendation passed unanimously. The item is scheduled for City Council consideration on Feb. 4.
