Mills Council swears in two members; elects council president

Sarah McCarthy and Brad Newmiller were sworn in as members of the Mills City Council at the start of the meeting.

“I, Sarah McCarthy, do solemnly swear or affirm that I will support, obey, and defend the constitution of the United States and the constitution of the State of Wyoming … and that I will discharge the duties of my office with fidelity,” Sarah McCarthy recited during the oath. The council clerk administered the oath and asked the new members to sign the document.

Brad Newmiller also took the oath to serve on the council. The transcript records the oath for the second member as “I, Brattany Miller, do solemnly swear or affirm …,” which appears to be a transcription variant of the name announced earlier in the meeting as “Brad Newmiller.” The transcript contains inconsistent spellings for that member’s name; the record of the oath is included in the meeting minutes.

After the swearing-in, the council held an internal election for council president, the position that represents the council at public events and presides in the mayor’s absence. A nomination was made and seconded, members discussed the additional responsibilities, and the motion to elect a council president passed by voice vote. The transcript records the successful candidate’s name in different spellings (e.g., “Neumuller” and variations) rather than a single consistent form; the meeting minutes should be consulted for the official roll notation.

Council members praised the group’s teamwork during the discussion. One member said the council “come[s] together to help,” and thanked colleagues for stepping into representation roles when meetings overlap.

The newly sworn members and the newly elected council president will assume the duties described in the oath and by council rules going forward. The council then moved on to the remainder of the meeting agenda, including several routine resolutions and land-use items.
