Riviera Beach USD approves $3.16 million contract to replace two sanitary force mains

The City of Riviera Beach Utility Special District board approved a construction contract with Quality Enterprises USA Inc. to replace two sanitary force mains that cross the C-17 and M canals, the district’s senior utility engineer told the board.
John Armstrong, senior utility engineer, said the project is in the district’s five-year capital-improvement plan and that the district received a Florida Department of Commerce grant for $1.9 million to help fund the work. He described repeated breaks in a failing force main and also noted one canal crossing carries wastewater that ultimately flows to the Lake Worth Lagoon and the other crosses a canal designated as a drinking-water supply source for nearby systems.
The resolution authorized the chair and district clerk to execute the construction contract with Quality Enterprises USA Inc. in the amount of $3,159,593, authorized the city manager to approve change orders up to 10 percent, and allowed the utility special district finance director to make payments from project account number 23040 in an amount not to exceed $3,475,552.
Chair Douglas Lawson called for public comment; a resident, Mary Brown, urged swift action on infrastructure. The board adopted the resolution by roll call; the clerk recorded unanimous approval by members present with Board Member Shirley Lanier absent at the roll call.
