The City Council approved proposed revisions to Administrative Regulation 20, which governs payment of employee expenses for education, travel, city-sponsored events and employee recognition.
City finance director Joe Dowlinger and human-resources director Barb McIntyre presented the updates. Dowlinger said changes modernize the regulation to align with current industry trends and IRS guidance, adding ride-share services and short-term rentals, clarifying mileage and lodging guidelines, and harmonizing meal reimbursements with GSA/IRS per-diem standards. McIntyre said the mayor’s Award of Excellence nomination categories were updated to reflect values such as sustainability, resilience and community engagement.
In public comment, a resident asked whether changes were prompted by known abuse; staff said the revision was routine maintenance to harmonize with IRS updates and to reduce administrative burden by clarifying per-diem and receipt requirements. Council discussion highlighted the goal of voluntary compliance and standardization across departments.
The council approved the regulation change on roll call.
