District highlights $3.7 million consortium grant training paraeducators and new teachers

Superintendent Schneckloff told the board that the Mississippi Valley School District Consortium was awarded a $3.7 million teacher/paraeducator grant in 2022 and that Davenport serves as fiscal agent for the consortium, which includes Bettendorf, Clinton, Muscatine, North Scott, Pleasant Valley and West Liberty.
The consortium partners with Eastern Iowa Community College, the University of Iowa RAPPLE program, Upper Iowa University, Western Governors University and William Penn as postsecondary partners. The superintendent read a summary noting the consortium had 90 active participants in paraeducator or teacher tracks as of December 2024, and that 14 consortium‑wide teacher apprentices graduated with education degrees in December 2024. The district will welcome three of those graduates into DCSD teaching positions, bringing DCSD’s total hires from the program to six. An additional six DCSD staff are expected to complete student teaching in May.
The superintendent characterized the program as a successful use of ESSER funds to build local teacher pipelines and highlighted staff who manage the federal grant and program logistics. No board action was required; the item was presented as informational within the consent agenda materials included for board review.
