Operations group reviews administrative policies; board moves to rescind outdated phone-and-grants policies

The operations work group reviewed a set of older administrative policies on Jan. 13 and discussed rescinding items staff said are obsolete or duplicated by current procedures.

Staff recommended rescinding a long-dormant policy that described a formal board process for identifying state and federal grants; staff said grant-seeking is now managed through a publicly available resource-development process and a grants manager and that the policy had not been revised since 2001. The group also reviewed a dated administrative rule that governed long-distance phone calls and related authorizations; staff explained the policy reflects an older phone-pay system and that modern phone and mobile systems have removed the operational need for that rule.

District counsel and staff told the committee the rescission could be completed without the full two-meeting exposure originally presumed; the board can vote to rescind at a regular meeting after the initial work-group review. After discussion, a motion was made to move forward with rescinding the identified policy(ies); Board member Pearson seconded. An advisory vote was requested from Board member Fernando and the board recorded the vote and progressed the item for the regular meeting agenda.

Members asked that rescission decisions be handled carefully and that the policy committee include historical or impact notes where useful before removal. Staff agreed to add a short “history/impact” note to the rescinded-policy record to capture context for future reference.

The group also confirmed a separate policy on weather/closure procedures will remain current but updated references to the employee handbook rather than older collective-bargaining language.
