County to lead regional heat pump group-purchase campaign; interlocal agreement on Jan. 21 agenda

Thurston County staff told commissioners Jan. 14 they will present an interlocal agreement (ILA) on Jan. 21 to coordinate a regional 2025 Energize Thurston heat-pump group-purchase campaign with the cities of Lacey, Olympia, Tumwater and Tenino. Rebecca Harvey, climate mitigation senior program manager, said the county will serve as lead jurisdiction and hold contracts with selected installers and other contractors as needed.
Harvey said the campaign builds on prior Board actions including a Feb. 20, 2024 interlocal agreement to design the campaign, a Sept. 17 grant award through the State Home Electrification and Appliance Rebates (HEAR) program for $472,263 to subsidize installations for low- and moderate-income households, and a Dec. 3 board authorization of an RFP to select HVAC and plumbing contractors. She reported 10 RFP responses and that the county is currently evaluating proposals.
The ILA will establish roles and responsibilities and a campaign administration budget of $47,000 (to be split equally among the four main jurisdictions). Excluding the HEAR grant funds, the per-partner cost share will not exceed $11,750; the county’s share will come from the existing climate mitigation budget. Harvey said South Puget Sound Habitat for Humanity is the planned low- and moderate-income (LMI) administrator for subsidized installations; a professional services agreement is anticipated for Feb. 4.
Commissioners praised staff coordination and encouraged next steps. The ILA will be on the Jan. 21 consent or regular agenda for formal approval.
