Jim Carr, a Winnsboro resident who lives at the airport, urged the City Council to address multiple maintenance and operational concerns at the municipal airport.
Carr said hangars are not being rented and that the airport has “only about 3 airplanes that are airworthy.” He reported safety and upkeep issues: tie‑downs at the field use fabric rope that “deteriorates,” some aircraft positions lack tie‑downs, the fuel pumps lack posted prices, and the windsock at midfield is torn. He also told the council that a canvas roof on one enclosed hangar had blown off, leaving an aircraft exposed to water damage.
Carr compared local fuel prices as he observed them, saying Winnsboro had “about 550 for a 100 octane and about over $4 for auto fuel” and that neighboring Mineola’s listed price for 100‑octane showed “about 4.438.” He said some planes appear to be stored in unairworthy condition, giving an example of one aircraft that “hasn't flown for 22 years.”
Carr asked the council to treat the airport as an active aviation facility rather than a storage lot and to address maintenance, tie‑down safety and fuel‑price labeling.
