Council briefed on draft franchise for City of Kent water facilities; public hearing set Jan. 21

City staff briefed the Auburn City Council study session on draft ordinance 6962, a proposed 20‑year franchise agreement (FRN24‑0003) that would authorize the City of Kent to locate certain water facilities and lines within Auburn public ways and service areas annexed in 2023.
Amber Olds, right‑of‑way specialist in the Auburn Public Works Department, told the council the application was reviewed and found complete under Title 20 of the Auburn City Code and that the proposed agreement follows the city’s standard form. Olds said the franchise area is generally in the northeast portion of Lehi Hill and includes the area described in the packet as “the Bridal” annexed into Auburn in 2023, and that the franchise would also address a water line on South 270th Street. She said completion of the franchise was one requirement of the 2023 annexation agreement between Auburn and the City of Kent.
Olds said future alterations to Kent’s facilities within the service boundary would require city construction permits governed by the franchise agreement and the city’s permitting process. She told the council the proposed agreement would be valid for 20 years and that staff verified it meets the code requirements the council must consider. Olds said a public hearing on the ordinance is scheduled for Jan. 21, 2025.
No vote or formal action was recorded at the study session; staff asked if council had questions and offered to answer further questions at or before the public hearing.
