Solar project, 11th Street Station and TDD update: construction progressing, first TDD disbursement expected in March

Redevelopment staff gave progress updates at the Jan. 13 meeting on several long-running projects: the approved solar array, 11th Street Station construction and a new transit development district (TDD) disbursement.
Skyler York said the solar developer is preparing to install a fence and is coordinating with AT&T and utility providers to relocate fiber and utility lines. The redevelopment agreement requires the developer to break ground by June 30, and staff reported ongoing weekly contacts with the developer and attorneys to finalize financing and site utilities.
On the 11th Street Station and related mixed-use project, staff said the historic facade installation had begun and that station framing, windows and interior work are under way; cold weather has delayed some concrete pours and opening dates. Staff described visible progress on the station and parking structure and said developers plan to prioritize finishing the station before focusing more heavily on the tower. Commissioners suggested issuing a public update to local media to highlight visible construction progress.
Skyler also said the commission will receive its first TDD disbursement from the state in March; that payment will be made directly to the Redevelopment Commission and shown as a separate line item in future balance sheets. Staff said Michigan City is among a small number of communities receiving direct TDD disbursements tied to the station project.
