Michigan City Redevelopment Commission members unanimously approved a package of administrative and funding actions at their Jan. 13 meeting, including reimbursement and grant releases, a local match for a state paving grant, payment for a quiet-zone approval and a revised salary order.
The votes came after routine roll call and a presentation of the commission's financial report for Nov. 30, 2024, and followed public comments on quiet zones and TIF policy. Commissioners said the approved actions support ongoing downtown and corridor projects while preserving required records and audit trails.
The commission approved the minutes from the Dec. 9, 2024 executive session, the Dec. 9 regular meeting and the Dec. 30 special meeting. It accepted the claims docket for Jan. 13, 2025, and the Nov. 30, 2024 financial report, which showed total assets of $11,424,821.31 across operating and multiple TIF accounts.
Among funding votes, the commission approved final and partial façade reimbursements and grants: - Release of $30,000 (total) to 113 West 8th Street (El Salon) as final façade reimbursement. - Release of $30,000 to 320 East Second Street (part of Pioneer Pier area) as reimbursement for completed exterior work. - Partial release of $15,000 for 1901 Franklin Street (the Cellar Door Bar) toward façade work.
The commission also approved a forgivable grant/loan of $30,000 to Hearts and Hands Preschool Academy at 2302 East Michigan Boulevard to reimburse completed exterior work, and approved a $600,000 local match and engineering allocation to pursue the 2025 Community Crossings matching grant (CCMG) for street paving. Commissioners approved payment of $64,912 to NICD for quiet-zone services covering Vail Street through Carroll Avenue, identified in staff presentations as the final invoice for that stretch.
The commission unanimously adopted a revised 2025 salary order totaling $344,768.79 to cover classified redevelopment department positions and certain positions partially funded by non-TIF revenue and CDBG. Commissioners confirmed the salary figures include benefits.
All recorded votes on motions at the meeting were unanimous (five ayes): Sheila B. Matias (president), William Gertner, Tracy Tillman, Sherry Wilson (vice president) and Clarence Hulse (secretary).
The commission closed with brief project updates and set its next regular meeting for 5 p.m. Thursday, Feb. 6, 2025.
