County approves construction manager-at-risk delivery for Southeast Dixie Highway stormwater and streetscape project

The board approved using the Construction Manager at Risk (CMAR) method for a multi-phased Southeast Dixie Highway stormwater and streetscape project meant to modernize sidewalks, landscaping, parking, utilities and drainage between Southeast Bridge Road and Southeast Saturn Street.
Susan Cora, from the Office of Community Development, presented the Southeast Dixie Highway stormwater and streetscape capital project and explained why the county seeks permission to use the Construction Manager at Risk (CMAR) delivery method.
"A multi phase construction project on these streets is perfectly suited for the Seamar process," Cora said, describing early plan and phasing review, earlier cost estimating and schedule delivery, and coordination benefits that reduce community disruption. The project covers stormwater/drainage work from Southeast Bridge Road to Southeast Saturn Street on Dixie Highway, includes Post Office Alley and seven side streets, and envisions wider sidewalks, increased landscaping, on-street parking and undergrounding utilities to enable redevelopment of vacant and underdeveloped parcels.
Commissioners moved and seconded approval of the CMAR permission; the motion passed unanimously.
Staff said procuring a construction manager early will allow value engineering during design, long-lead procurement, and reduced construction fatigue for residents and businesses in the corridor. The project is in the FY25 capital improvement program and is structured as a multi-phased capital project.
