Jailer reports steady population and reentry programs; court tables boiler service contract pending budget review

Jailer Joshua Toney reported the Logan County Detention Center population on Jan. 9 at 134 inmates — 81 county inmates and 51 held on state holds — with two out-of-state detainees awaiting pickup. Toney provided updates on reentry programming and workforce initiatives: a pre-release class scheduled for Friday for residents with release dates in the next three months, and a work-ready boot camp with OSHA 10, soft-skills training, and a subsequent job fair planned for late February.

“These programs have been very successful,” Toney said, adding that many graduates receive multiple job offers after completion. The jailer credited the program’s training partners and said participants receive a resource folder with contact information upon release.

Toney also presented a request to enter an annual preventive-maintenance contract for the jail’s boilers. He provided a quote of $29,100 per unit per year for two visits annually (the vendor would split payments into quarterly payments), noted recent repairs and the need to replace refractory material and some burners, and said a PM contract could reduce future emergency repair costs. Toney asked the court for guidance on contracting and funding the work.

Court members, noting the jail’s building-maintenance budget had been fully spent for the period ending Dec. 31, 2024, asked the jailer and the judge’s office to review budget lines and return with options. Several members recommended tabling the service-contract decision until the budget review, and the court agreed.

The court also approved two personnel promotions in the jail: Tanya Yates and LC Skipworth were approved to be promoted to sergeant effective Jan. 20, 2025, pending confirmation that the authorized slots exist in the personnel table.

No contract was approved. The county will revisit the boiler-service request after administration confirms funding sources and available line items.
