Logan County Fiscal Court approves routine financial motions, ARPA draw for utility broadband project

At its Jan. 9 meeting the Logan County Fiscal Court voted to approve routine minutes and financial items, several budget and cash transfers, personnel promotions, recycling permits, and an American Rescue Plan Act draw for the Russellville Electric Plant Board’s broadband work.
The Logan County Fiscal Court on Jan. 9 approved a package of routine motions and several specific spending and personnel items, including an American Rescue State and Local Fiscal Recovery Fund (ARPA) draw for the Russellville Electric Plant Board’s broadband project and multiple internal cash transfers.
The court unanimously approved the previous meeting’s minutes and an amended agenda that added the ARPA expenditure approval for the Russellville Electric Plant Board. The court then acknowledged the treasurer’s financial statements for the period ending Dec. 31, 2024, and approved a set of budget transfers and three cash transfers: $125,000 from the occupational net profits tax fund to the jail fund; $15,000 from the occupational net profits tax fund to the LGEA fund; and $85,000 from the occupational net profits tax fund to the 911 fund.
The court approved an ARPA expenditure in the amount of $238,105 to the Russellville Electric Plant Board as a draw against the county’s $1,000,000 ARPA allocation for that broadband project. County finance staff said the program remains under that $1,000,000 cap and reported approximately $148,000 (rounded) remained available after prior draws and obligations.
Other formal actions included:
- Approval of the county’s budget transfers and the treasurer’s report (roll calls recorded). - Approval of the county’s annual Appalachian HIDTA award agreement for calendar year 2025 (drug task force overtime funding). - Approval of three recyclers’ permit renewals and one waste-hauler permit renewal submitted to solid waste staff. - Approval of two personnel actions promoting jail staff (Tanya Yates and LC Skipworth) to sergeant, effective Jan. 20, 2025, pending confirmation that authorized slots exist. - A motion to rescind a prior court order (Order No. 12, Oct. 8, 2024) authorizing execution of a GeoConnect/Zetron console contract; the court said the previously accepted bid had no final signed contract and moved to rescind the earlier authorization. - Acknowledgment of the sheriff’s year-end report and other routine acknowledgements and appointments, including an appointment to the Board of Assessment Appeals.
All votes called during the meeting were recorded by roll call and were carried by the court as announced on the record.
The court did not enter an executive session during the meeting and scheduled follow-ups on several items, including an update request from the Russellville Electric Plant Board and additional budget review for a jail service contract request.
“Thank you for your time. We’ll take a look at it and probably have an answer by next meeting,” Treasurer Amanda said in response to a public request for park support, reflecting the court’s practice of following up on requests outside the meeting.
