Council members asked about the budgetary impact; staff said the amounts are modest (staff estimated in prior years a few thousand dollars per project and an order‑of‑magnitude estimate for the year's commercial permit reviews that could reach tens of thousands in aggregate if many projects applied) and that the city has been willing to use the waiver as a business incentive in prior years.
Council members framed the action as economic development: staff said reducing small up‑front costs can help new businesses allocate capital to operations and can increase sales tax receipts in the long run.
