The Youngsville City Council voted Jan. 9 to adopt Resolution 2025‑01, authorizing the waiver of commercial plan‑review fees through Dec. 31, 2025, to encourage business development; the motion passed unanimously.
Staff explained the waiver applies to administrative plan‑review fees the city charges to review commercial building plans and does not waive construction‑related utility connection charges (water, sewer) or required permit fees tied to inspections. Haley (city staff) said: "We're not talking about waiving any kind of fees for putting in your sewer... We're talking about the review fees that our office charges to review the plans." Council members asked about the budgetary impact; staff said the amounts are modest (staff estimated in prior years a few thousand dollars per project and an order‑of‑magnitude estimate for the year's commercial permit reviews that could reach tens of thousands in aggregate if many projects applied) and that the city has been willing to use the waiver as a business incentive in prior years.
Council members framed the action as economic development: staff said reducing small up‑front costs can help new businesses allocate capital to operations and can increase sales tax receipts in the long run. The council recorded a roll call vote in favor: Lindy Bolgiano yes, Blake Romero yes, Mr. Nylund yes, Miss Champine yes. Staff said they will monitor and report on waived fees and the program's effect on new commercial activity.
