The Youngsville City Council voted Jan. 9 to approve a preliminary plat that splits 608 Avenue B into two single‑family residential lots, a motion moved by Blake Romero and seconded by Lindy Bolgiano; the vote was unanimous.
Planning staff told the council the proposal did not meet the city's minimum single‑family lot standards and recommended denial. Pam (planning staff) told the council: "So our recommendation is to deny it." The plat as submitted showed frontages of about 40–41 feet and square footage below the city's typical 7,000‑square‑foot minimum (with 6,000 as an exception under some point‑system circumstances), and the submittal omitted customary plat notes on setbacks and finish elevations.
The council and the landowner discussed options and constraints during the public hearing. Derek Lusby, who identified himself as the landowner, said the plan was for detached cottage‑style single‑family homes of roughly 1,200–1,500 square feet and that the homes would be "for sale." Neighbor Horace Darby, who said his mother lives at the adjacent 610 address, asked that the council require design drawings before final approval so neighbors could see what would be built.
Council members raised two recurring concerns: traffic and precedent. Council member Champine said she was "concerned about setting a precedent" in an already tight area with school‑related traffic; other members said nearby lot widths vary and that two 40–41‑foot frontages would be consistent with an adjacent 40‑foot lot. Staff clarified that, unless the council grants variances, standard setbacks (20 feet front, 10 rear, 5 sides) and other plat requirements would still apply.
The motion to approve the preliminary plat for 608 Avenue B (lots 1 and 2) passed on a roll call vote: Lindy Bolgiano yes, Blake Romero yes, Mr. Nylund yes, Miss Champine yes. The council did not grant any setback variances as part of this approval; staff noted additional plat deficiencies that the applicant must address before final recording.
The council's approval allows the applicant to proceed to the next step in the platting process; final plat recordation still requires correction of the listed deficiencies and compliance with any conditions the council or staff specify.
