Children's Trust moves ahead with CARES grant timeline and postpones year-3 out-of-school funding ratification to program committee

The Escambia County Children's Trust board voted to proceed with a draft CARES grant request for proposals and to post the RFP by Jan. 30, staff said, while reserving final scoring and rubric adjustments for the trust's program committee.
Executive Director Lindsey Cannon told the board the timeline aims to have grants awarded by about May 1 so services can be deployed for the summer. Cannon said the trust will post the draft RFP on Jan. 30, hold a program committee review on Jan. 21 to finalize rubric and scoring, and allow staff and committee members to submit feedback in advance.
The board then addressed ratification of year-3 out-of-school time funding (Children's Trust resolution 202501), a ratification that staff said would finalize amounts for 11 providers and that four additional providers remain pending further review. Several board members raised questions about how large portions of some providers' budgets are concentrated in the summer months, and whether scope changes (for example expanded full-time summer programs) were reflected in the packet numbers.
Board members discussed specific provider budget lines in the packet, including questions about a provider referenced as Lamplighters and about Dixon School of Arts. Staff said Dixon projects serving about 100 students for summer and that summer months can account for a large share of annual spending when providers operate full-time programs during June and July.
Given outstanding questions and the need to confirm budgets and scope changes, a motion was made and seconded to postpone (table) ratification of the year-3 out-of-school time funding and send the item to the program committee for review on Jan. 21. The motion carried on voice vote. Staff said the earliest the ratified agreements would need to be in effect is March 1 so the program committee's Jan. 21 review will enable timely action if needed.
Separately, the board approved by voice vote a recommendation to proceed with the draft CARES grant timeline and public posting; that motion carried with no recorded opposition.
The board was reminded that program committee meetings are open to all board members and the public and were encouraged to submit questions in advance to staff ahead of the Jan. 21 meeting.
