Council advances first reading on South Island PSD waterline easements after tree-mitigation safeguards requested

Town staff and the South Island Public Service District (PSD) presented a first reading of an ordinance authorizing easements on four town-owned properties for a south-end waterline project. The presentation noted the project would impact 23 trees (11 pine, 9 gum and 3 live oaks, the largest about 20 inches in diameter) and staff described required conditions including directional boring where feasible, a public detour/construction schedule and a tree mitigation plan that calls for oak replanting.

Planning/staff presenter (Collin) said the PSD had agreed to conditions and that the width of the primary work area had been reduced from 40 feet to 20 feet. Councilmembers raised particular concern about "area 4," a wooded parcel near Wexford Circle where three live oaks would be affected. Council requested a detailed mitigation and staging plan for that parcel before second and final reading. Collin told council: "All of the mitigation will occur on property number 4" and said staff would return with a mitigation plan prior to second reading.

Councilmember Alex Brown moved that the first reading proceed while requiring a more detailed mitigation plan for section 4 at second reading; the motion passed 6-1, advancing the ordinance to return to council for second and final reading on Feb. 4 per the normal ordinance schedule.

Discussion vs. decision: council approved the first reading (a formal step that advances the ordinance) but explicitly directed staff and the PSD to provide a construction detour plan and a site-specific tree mitigation plan for property 4 before the second reading. If those details are not satisfactory, the council retains discretion at second reading to amend or deny the ordinance.
