Larimer County deems four 1041 permit applications complete and pilots online public-input tool; commissioners agree to provide nonfinancial letter of supportto

Larimer County staff announced on Jan. 6 that four separate state 1041 permit applications have been deemed administratively complete and ready for scheduling, and that the county will pilot an online public-input tool to collect comments for those cases.
Community development staff said the four complete applications are: a Platte River Power Authority permit application for five natural-gas aeroderivative combustion turbines; a Town of Johnstown raw waterline project; the Halligan Reservoir Expansion application submitted by the City of Fort Collins; and the Bacon Lake waterline and sewer interceptor application submitted by the Town of Berthoud. Rebecca Everett, community development director, said staff will schedule hearings within existing Planning Commission and Board of County Commissioners hearing slots and that some hearings may be placed on consent or scheduled in the evening depending on community interest and statutory timelines.
To gather public feedback, staff said the county will pilot a public-input portal for the four 1041 applications that allows residents to register, submit comments or voicemail feedback, and optionally provide a location so staff can see geographic impact. Everett credited Michelle Bird and project manager Andrew Monson for helping implement the tool and asked commissioners to provide feedback on the portal design. "We have the optional ability to give us a location, so we understand the impact to your specific project," staff said while demonstrating the draft portal.
Separately, staff presented a draft letter of support at the dais requested by the City of Loveland for a Protect Grant to fund a bridge over the Big Thompson on U.S. 287. Leslie (staff) said the letter would carry no financial commitment from the county and asked commissioners if they were amenable; commissioners indicated support, and staff said they would finalize minor edits, place the item on next week's administrative consent agenda for formal action and obtain the chair’s signature.
Ending: Staff said they will schedule hearings per statutory timelines, use the portal for public input on the four 1041 matters, and prepare the Loveland letter of support for consent approval and signature next week.
