Council approves guaranteed maximum price of $2.1 million for Central Park Lodge package A2

City staff presented the full scope and guaranteed maximum price (GMP) for the Central Park Lodge project package A.2 and the Council voted to accept the lowest qualified bidders and authorize the mayor to sign a contract with Key Construction for a GMP of $2,101,883.
Daniel (city staff) said the project bid results are in the council packet and observed generally strong bidder response for most trade packages; he said the total for this package is "a little over $2,100,000," and that the GMP includes a 5% contingency (about $100,000). Daniel said the CMAR fee is 4.25%.
Council asked about elements that drove the increase. Scott Bonebrake of Key Construction described higher-than-expected mechanical systems costs and additional acoustic mitigation installed outside the amphitheater following an acoustic study. He said early-2025 price increases and the timing of the estimate contributed to the difference from earlier estimates.
Daniel summarized funding sources: a large portion will be covered by insurance proceeds from the 2022 loss (with additional depreciation funds available upon contract), the Park Improvement Fund will supply roughly $670,000, and ARPA funds will cover just over $250,000. Assistant City Administrator also praised the council's conservative ARPA stewardship that preserved funds for this rebuild.
Councilmember Murr moved to accept the bids and the contract amendment including the GMP proposal from Key Construction in the amount of $2,101,883 and authorized the mayor to sign; the motion passed 5-0.
