Council sets Feb. 10 hearing on weekend noise permit for CSO South construction

The Lansing City Council Committee of the Whole voted unanimously Jan. 13 to set a Feb. 10 public hearing on a noise special permit for the Combined Sewer Overflow (CSO) South construction project.
Mark Jones, Public Service Department, said the permit request covers the 2025 construction year in an area west of MLK and south of Saginaw to Michigan Avenue. "The contractor worked every Saturday this past year. They expect to do the same this summer," Jones said, and asked the committee to set a hearing to "consider the public's comments."
The committee discussed Saturday work practices and enforcement. Jones said the city's resolution prohibits starting equipment on Saturdays before 8 a.m., and that when staff learned of earlier starts they contacted the contractor to correct the schedule. He said crews generally "started cleaning up around 3:30" so they could leave before sunset. Council members also noted that some on‑site activity last year was performed by operations and maintenance staff rather than the prime contractor; Jones said staff followed up when complaints were filed and that the contractor was responsive.
Vice President Carter moved to set the Feb. 10 public hearing; the motion passed unanimously. The hearing will be before the full City Council and will take public comment on the proposed noise special permit for the CSO South work.
The committee did not take final action on the permit itself on Jan. 13; the hearing will be the forum for formal public testimony and any subsequent council decision.
