Contested appointment to Hurley board draws council scrutiny; vote to advance to council splits 4–3

A city committee split over whether to advance an appointment to the Hurley Board of Hospital Managers after a contentious discussion about qualifications and the role of community advocates on hospital boards.

Jalil Carter, who said he has attended Hurley board meetings for years and runs a local conflict-mediation and veterans outreach organization, asked the committee to approve his appointment. "One of the reasons I would like to serve on that board is because I've been, for the past three years, attending the board meetings and getting involved in issues that the regular everyday citizen doesn't get to hear about in the community," Carter told the committee, describing patient-advocacy concerns and citing cases he said he had followed at Hurley.

Council members debated Mr. Carter’s resume and the mix of professional and community perspectives desired on a hospital board. Supporters said the board needs community advocates who understand patients’ experiences; opponents said the record on the candidate and the usual qualifications for a hospital managers board raised questions.

A motion to advance the appointment (appointment 25008-T) to council passed on a roll call vote recorded in the transcript as 4 yes and 3 no.
