Valley Center staff outline winter-storm response and Meridian project updates

City public-works staff briefed the council on the municipal response to a recent winter storm, equipment gaps and ongoing street-construction activities on Meridian.

Staff said crews began pretreatment when ice arrived, plowed main routes after snow stopped and continued operations into Monday. The presentation acknowledged the city sold an older pre-treatment truck and did not yet replace it, which limited the citys ability to pretreat some routes; staff said they are actively researching replacements and flatbed options to restore pretreatment capacity.

The city reported a brake-cylinder failure on a large plow truck that temporarily took the vehicle out of service; parts were ordered. Staff cautioned that chip-seal surfaces present a risk when plowing and said crews would handle such surfaces cautiously to avoid tearing the chip seal.

On the Meridian project, staff said concrete pours on the Pearson portion are likely delayed by current conditions, but the north portions street lights have been installed and were reported working. Discussion included why curbing was removed on the west side but not the east side of Meridian; staff explained differing stormwater design, sidewalk width and right-of-way constraints drove selective removal and reconstruction.

Staff also flagged temporary delineators placed between Main and Fifth on Meridian to mark boulevard locations during snow operations; staff said those markers are temporary and will be removed.

Council members asked staff to inspect narrow streets where parked cars inhibit plow access and to consider whether chip-seal streets require different winter treatments; staff said they would review and, where feasible, place material products to assist thawing and traction.
