Grand County commissioners adopt start-of-year resolutions, reaffirm appointments

The Grand County Board of County Commissioners on Jan. 7 adopted a set of start-of-year resolutions directing administrative duties, reaffirming several county appointments and approving routine fiscal and administrative procedures for 2025.
The package of resolutions, introduced at the start of the board’s regular meeting, formally designated Commissioner Randall F. George as chair and directed Hinkle and Company PC to complete the county’s 2024 audit. The board also approved appointing the county manager and the county attorney to serve “at the pleasure of the board,” set procedures for county meeting notices and public posting, and confirmed other annual actions including the county’s Highway User Tax Fund report submittal to the Colorado Department of Transportation.
Why it matters: The resolutions set official legal and administrative authorities for the county for the coming year, authorize routine financial reporting and audits, and confirm personnel appointments that affect how the county conducts business and responds to legal and fiscal obligations.
Most of the motions were presented as single-line resolutions read into the record and approved without extended debate. Notable items in the package included: the county finance director’s direction to produce a fixed-asset report within 60 days; authorization for the county assessor to settle abatements or refunds up to $10,000 per parcel (up from $5,000 the prior year, consistent with state allowances); approval to submit the 2024 Highway User Tax Fund report; and approval to correct a typographical date on a reimbursement/mileage resolution so that the county’s mileage and per diem rates read for 2025 rather than 2024.
The board also reappointed Duane Daley as the county’s Veterans Service Officer and authorized the chair to sign letters and confirmation forms requested by auditors for banking and legal confirmations for the county and the Grand County Housing Authority. During the vote on routine vouchers, commissioners approved more than $2.14 million in weekly payments; the largest single items noted in the record were annual insurance premiums and payments to Northern Water for monitoring and project work.
A number of items in the packet were taken as read and approved on motion, and commissioners recorded standard verbal ‘aye’ votes. The board corrected one clerical error before signing — references to 2024 in the mileage/reimbursement resolution were updated to read 2025.
Commissioners also approved appointments to the Grand County Emergency Telephone Service Authority (911 authority) contingent on a forthcoming formal resolution: reappointments and appointments included Sheriff Brett Schroedland, Chief Todd Holdsworth and Bryson Hicks (at-large), with the town representative slot to be filled later.
Ending: The board moved through the administrative slate efficiently; most items were approved unanimously and without substantive debate. The meeting proceeded to public comment and later public hearings on planning topics.
