Staff said the change also gives the homeowners association additional enforcement tools for obstructive parking. Jeremy Johnson, identified by staff as the HOA president, was present during public comment and the council noted that a resident, James Bogart, who is deaf, originally requested relief for the corner outside his home.
Council members asked why the restriction applies to the opposite side of the street from the residents house; staff said a consistent no-parking half-crescent made more sense for emergency access because of hydrant locations and mailbox placement. Staff described an instance when a van became stuck in snow because two vehicles parked opposite one another left insufficient clearance for a vehicle to pass.
A motion to approve Ordinance 1416-24 for second reading carried on a voice vote; the council did not record a roll-call tally in the minutes provided.
Councilors also asked staff to verify whether a prior action had already placed no-parking restrictions elsewhere on the same street; staff deferred that point to the city attorney for confirmation.
The ordinance applies to a defined segment of North Wakefield Avenue in the Richfield subdivision and is intended to remain in effect unless altered by future council action.
