The city attorney reported that the attorney general found the city violated open‑meeting requirements because the stated purpose for the executive session did not satisfy the consultation exemption. The attorney general recommended that the city make an audio recording available to the public and produce minutes documenting the executive session’s subject matter; the city has posted the recording on its website, and staff said minutes have been prepared.
City legal staff advised the council to approve or formally accept the minutes for the record. Council members discussed how to improve future records so the public and reviewers can identify who is speaking and what matters were discussed.
