Council considers narrowing winter parking ban to allow short‑term service trailers with permit

Lincoln City Council reviewed proposed revisions to the winter parking ordinance at its Jan. 9, 2025, meeting, seeking to remove an overly broad trailer definition and add a permitting process that would let service trailers park on the street while work is underway.

City staff said the current ordinance lists many trailer types and then concludes with an all‑encompassing definition that effectively prohibits many service trailers year‑round. Staff proposed eliminating the broad definition and instead defining a "service trailer" and allowing short, specified parking times for working trailers. The proposal would include a mechanism for contractors to apply to the city for a longer temporary permit if work at a residence will exceed the basic allowance.

Council members discussed enforcement questions. One council member asked, “How do we validate what’s actually going on?” and staff acknowledged there is no immediate technical fix; proposed solutions include a permit or inspection process and signage on the trailer showing the permit period. Council members said they want to avoid rules that inadvertently block legitimate short‑term work — for example, remodeling trailers parked at a home for several days — while preventing long‑term storage of nonworking trailers in public right‑of‑way.

The council asked staff to draft a clear definition of “service trailer,” propose initial time limits (staff suggested starting with an eight‑hour baseline for working days), and design a simple application process for contractors to request extended temporary parking. No vote was taken; the council said it will revisit a draft ordinance in a future meeting.
