Planning commission recommends Renaissance Zone approval for Jessica Landis rehab project

The Dickinson City Planning and Zoning Commission voted Jan. 8 to recommend approval of a Renaissance Zone purchase-and-rehabilitation project at 257 First Street E that the applicant says will expand behavioral health services in Dickinson.
On Jan. 8, 2025, the Dickinson City Planning and Zoning Commission recommended approval of a Renaissance Zone project for a property at 257 First Street East, approving a motion to forward the application to the Dickinson City Commission for final action.
The project would allow Jessica Landis to purchase and renovate a building (lots 10, 11 and 12, Block 9, original plat) and expand space for her practice, Midwest Therapy Center. Staff told the commission the application meets the Renaissance Zone requirements and recommended approval.
Steve Josephson, city-county planner, told the commission he updated the staff report to correct the date the item would go to the City Commission and that he had sent the application to Ricky Rorich, the Renaissance Zone coordinator for the state of North Dakota, who "reviewed it and said that it met the requirements for the Renaissance zone project." Josephson said there were no other changes to the staff report.
Applicant Jessica Landis, who identified herself as a Dickinson resident and owner of Midwest Therapy Center, said the business currently operates from a small space shared by three providers and that the planned renovation would allow hiring and training of students and expansion of behavioral health services. "We're planning on closing here in the next couple weeks and then start renovations right away and be up in the spring and have space. We already have students lined up to come in and start working with us and increase some of our services and availability," Landis said.
No members of the public spoke at the hearing. After brief discussion by commissioners, a motion to recommend approval of REN 0012025 (Jessica Landis purchase with rehabilitation) passed by voice vote; the meeting record shows the motion carried and two commissioners (Schwab and Bush) were recorded as absent.
The commission's recommendation notes the project is consistent with the City of Dickinson Renaissance Zone Development Plan and the Dickinson City Comprehensive Plan and concluded the project is in the interest of public health, safety and welfare. The item will be considered by the Dickinson City Commission on Jan. 21, 2025, per staff's corrected schedule.
