The Minot City Council unanimously approved a refund of the 2025 alcohol permit for Highland Suites on Jan. 6 after staff described the situation as an unusual circumstance not ordinarily covered by city ordinances.
City staff explained that the city typically does not prorate or refund alcohol permits; applicants pay for the full year regardless of when they apply. In this case, the 2025 permit was applied for in 2024 under the prior ownership; ownership transferred before Jan. 1, and the new owner never had the opportunity to use the license. Staff recommended the refund as an exception and the council approved the recommendation unanimously.
Alderman Mike asked whether granting the refund set a precedent for similar requests; staff said the situation appeared unique because it required a change in ownership between application and the start of the permit period.
The council recorded the vote as unanimous and directed staff to process the refund consistent with the council’s action.
