Staff recommended approval to City Council with multiple conditions, including a developer’s agreement, construction of an urban three‑lane road section for the 8th Street extension, stormwater management plan, water and sewer modeling and future sizing studies, traffic study with NDDOT approval, connection fees, and an 80‑foot right‑of‑way for 8th Street.
