City staff described the Development Review Team (DRT) process to the committee as a pre-application, multidisciplinary meeting that coordinates city departments and partner agencies so applicants understand review requirements in one meeting.
Brian, city staff member, explained that the DRT is a pre-application meeting where planning, inspections, engineering and fire staff typically sit together with the applicant. "Rather than scheduling 4 different meetings, they can schedule 1 meeting with everybody," he said. Staff said the meeting is followed by a written summary that documents conditions and requirements discussed during the review to avoid misunderstandings.
Staff said other partners who commonly attend include the Minot Area Chamber EDC, Park District (for residential subdivisions and trail connections), and Ward County Highway for projects in the two-mile extraterritorial area. Committee members said the DRT helps applicants identify issues and stay on schedule, and several participants commended staff for offering practical guidance and working toward solutions.
No changes to the DRT process were proposed; staff said they will continue to offer the meeting and follow up applicants in writing.
