Salina Building Advisory Board approves annual report, readies 2018 building-code adoption

The Salina Building Advisory Board approved its annual report and confirmed next steps to finish local review of the 2018 model building-code cycle at its meeting.
The annual report, which the board prepares each year for the city manager and City Commission, lists four accomplishments from the previous year and sets goals for 2025. Board members voted to approve the draft to forward to the City Commission by voice vote after a motion and second; the motion carried with all members voting in the affirmative.
The report’s accomplishments include an end-of-year training for citizen board volunteers held in October, a hearing on a citizen complaint related to a nuisance abatement, board review and recommendation of a code amendment to the International Building Code (IBC) and the International Fire Code (IFC) addressing self-service storage units, and subcommittee reviews of the 2018 International Residential Code (IRC) and the 2018 International Energy Conservation Code (IECC). Staff told the board that the code amendments for self-service storage units were presented by staff and ultimately adopted by the City Commission and are expected to carry into the 2018 code cycle.
Looking ahead, staff described remaining steps to complete the 2018 code cycle locally. The IFC subcommittee is the final subcommittee to meet before the full board will consider the full body of recommended codes and any proposed local amendments. Staff said they expect to finalize recommendations and present them to the City Commission in the 2018 code-adoption process, with a target of wrapping work in the second quarter of 2025. Staff also plans a public listening session so the public can review proposed changes before the board forwards a final recommendation to the City Commission.
Board members were notified of an anticipated IFC subcommittee roster and asked to confirm availability. Staff listed Mark Fraser, Charles Renz, Ryan White, Kevin Cool, and Dave Holmgren as members of the IFC subcommittee and said an email with calendar invitations and remaining meeting dates will be sent in February; board members were asked to speak up if the roster was incorrect.
There were no public comments at the meeting. In addition to approving the annual report, the board also approved minutes from the Oct. 8 meeting by voice vote. Staff indicated it will transmit the approved annual report to the city manager and City Commission and will circulate the anticipated 2025 calendar for remaining code-adoption meetings to board members.
